On June 27 the Congress passed the bill over the President's veto. As enacted, H.R. 5678 is Public Law 414, 82d Congress (66 Stat 163.)<br /><br />As a result of the September 11, 2001 attacks, the Act underwent a major restructuring, but more needs to be done to that law today in order to avoid illegal immigration, and improve the quality of life for legal residents of USA.<br /><br />The law needs to be adapted to the actual financial and political situation of the world and help legal people living in USA to reunite with their family members as quickly as they can especially when they are trapped in conflict zones.<br />The actual limitation on visa resulting from the INA ACT 203 - ALLOCATION OF IMMIGRANT VISAS Sec. 203.
